Comedy is tragedy plus time or distance

I found the saying "Comedy is tragedy plus time or distance" from some random browsing in some UI design blog. The rule is so self-evident that it almost explains how humor works. Is it suggesting that indifference is the key in some humor? If laugh is some human instinct, then the triggering mechanism must be embedded in our brain. Is the cruelty in such mechanism a proof that we are born with unkindness?
